Having been engaged in the production of a Yearbook of World Problems ant Human Potential (7), this consequently provoked reflection on the difficulties of designing an adequate response to such problems. This resulted in the production of a document on The Limits to Human Potential (1) which also attempted to grapple with some of the issues so successfully itemized by Gall. Further work on the constraints to action by the international community is required so that less reliance is placed up on out-dated structures, and more adequate ones car be designed.
